What is the French-language Express Entry category?

It is a category-based Express Entry selection stream in which IRCC invites candidates who demonstrate strong French. To be eligible you generally need at least NCLC 7 in all four French abilities (reading, writing, listening, speaking). Because these draws target French speakers, their CRS cut-off scores have often been lower than general draws.

Strong French can add up to 50 additional CRS points. Candidates with NCLC 7 or higher in French earn 25 points, or 50 points if they also have CLB 5 or higher in English. This is separate from qualifying for the French-language category itself.

CLB 7 (Canadian Language Benchmark 7, called NCLC 7 in French) is an intermediate-to-advanced level of proficiency. For French, IRCC accepts two tests: TEF Canada and TCF Canada. You reach CLB 7 by hitting the minimum score in each of the four sections according to IRCC's official equivalency charts.

Do I need English too for the bilingual bonus?

You do not need English to qualify for the French-language category — that is based on your French. However, English affects the bonus points: NCLC 7+ French alone earns 25 CRS points, and adding CLB 5+ English raises it to 50 points.
